One of the most well known utilities in this space is WinPcap, a long standing open source library that has been a go to solution for network professionals since the mid 90s. Whether you're debugging services, monitoring processes, or analyzing network behavior, WinPcap provides the flexibility to capture packets directly from network adapters and apply sophisticated filters even remotely via protocols like HTTP or FTP.
