This free, open source program was created by a developer named Circular with help from the Lazarus community, and it's built using Free Pascal programming language through the Lazarus IDE.

For professional artists, LazPaint will likely feel too restrictive, while beginners might find it inefficient compared to more user friendly alternatives.
